EOCCO Timely Access to Care Survey - July 2023
We are sending out our Timely Access to Care Survey to Primary Care, Specialists and Urgent Care Clinics to complete. As a reminder, this survey is sent out twice a year and the last survey was conducted in November of 2022.
EOCCO is required to follow the Oregon Administrative Rules (OARs) and contract requirements with the Oregon Health Authority (OHA) to regularly monitor our network and ensure that members can get their care in a timely manner. This survey will help us identify member wait times for both getting an appointment and wait time in the provider's office. Your accuracy is appreciated. We may contact you if we have questions about your responses.

Healthy Oregon Program (HOP) Expansion
Effective July 1, 2023, Medicaid coverage expanded to more adults in Oregon regardless of their immigration status.
Existing Oregon Health Plan (OHP) Medicaid members ages 26-54 receiving Citizenship Waived Medical (CWM) were automatically moved to full OHP benefits.
This means that from July 1, 2023, and onwards, individuals who meet OHP eligibility criteria can enroll regardless of their immigration status and if eligible, receive full OHP benefits. This expansion came as a result of the legislatures efforts to fully fund the Healthier Oregon Program (HOP).
Full OHP coverage includes the following benefits:
- Medical, dental and behavioral health care; prescriptions, tests, X-ray, hospital care as well as Non-Emergent Medical Transportation (NEMT) to and from covered appointments.
EOCCO is excited to continue serving existing members and looks forward to providing excellent coordinated care to newly eligible members.

High Nitrate Levels: Lower Umatilla Basin Groundwater
High nitrate levels have been identified in well water throughout the Lower Umatilla Basin. High nitrate levels in drinking water are dangerous for human consumption- especially for bottle-fed infants and pregnant individuals.
Oregon Health Authority is working closely with those in the Lower Umatilla Basin who use a domestic well to get their water tested and connect them with water delivery and/or water treatment depending on test results.
EOCCO is supporting State efforts to help educate our impacted communities on the importance of getting their water tested for free and connect on where to find resources, where to connect them with free water and free treatment. We will continue to share more information with providers over the next couple of months.

This event is free and open to all professionals serving EOCCO members, including clinicians, office staff, and community-based organizations. Topics include telehealth utilization, acute psychiatric care, quality measures and so much more! This event is approved for 5.25 CME credits.

We appreciate you taking the time to complete this survey and providing us valuable information on your organization’s social needs screening practices. The results from this survey will help our CCO better understand the social needs screening landscape across Eastern Oregon and will inform the implementation of the SDoH: Social Needs Screening and Referral Incentive Measure.

Use of modifiers CR and Condition Code DR.
EOCCO would like to remind all providers that modifiers CR and condition code DR may only be reported during a public health emergency (PHE) when a formal waiver is in place. The COVID-19 PHE ended on May 11, 2023, the use of these codes may not be reported on claims for dates of service May 12, 2023 and following unless a new formal waiver for another PHE is issued:
- Modifier CR (Catastrophe/disaster related)
- Condition Code DR (Disaster related)
- Exceptions exist for certain DME items provided during the PHE & SNF/Swing stays with admission under PHE waiver prior to 5/12/23.
Clinical editing has been implemented to deny line items billed with modifiers CR, CS, and condition code DR post PHE. We encourage you to review your systems and remind staff to avoid using these modifiers and condition code for services after the PHE has ended.

How to Build Revenue: Front-End Competencies Training
Efficient and accurate verification of insurance eligibility and benefits streamlines the revenue cycle process and typically generates ancillary revenue, insurance incentives and improved value-based and quality scores. This presentation will focus on insurance benefits, preventative services and referred-ordered ancillary services. Reviews will include the importance of insurance verification and operational communication to optimize revenue from patient populations.

The No Surprises Act: Revenue Protections and Transactional Compliance Training
Pricing transparency regulations have been in place since 2020, yet a vast majority of hospitals are still noncompliant. This presentation will provide strategies to employ improved eligibility and coverage estimates, providing patient estimation and good faith estimates, and improving precertification and authorization issues to prevent inaccurate balance billing and ensure rural hospitals meet regulatory requirements to mitigate potential financial penalties.
