EOCCO Final 2021 Incentive Measure Performance
Last month, OHA formally announced that EOCCO met every single incentive measure target for the 2021 measurement year. This included a total of 14 claims-based, hybrid, and clinical quality measures. EOCCO did not meet the Emergency Outcome Tracking (EOT) targets for COVID-19 vaccines, however there was a significant increase in vaccination rates over our initial baseline. Overall, EOCCO earned over $16 million in Quality Pool funds, which will be reinvested into Eastern Oregon in the form of quality bonus payments to clinics, enhanced PCPCH payments, support of dental and behavioral health organizations, and Community Benefit Initiative Reinvestment (CBIR) funds. Quality payments will be released in September to those primary care clinics who participated in the 2021 shared savings model.
The Quality Team would like to thank each and every one of our partners for all of the hard work that was put into these metrics. We hope you take a minute to reflect on all that you do to improve the health of our Eastern Oregon communities.
EOCCO Annual Workshop
The 2022 Annual Workshop is coming October 4th-7th and 11th-13th. These will be in-person workshops with visits to Baker City, Burns, Condon, Enterprise, La Grande, Lakeview, John Day, Ontario and Pendleton. We will look to discuss all things Medicaid. Additional information will be sent out in the coming weeks.

Initiation and Engagement in Substance Use Disorder Treatment (IET) Training
The EOCCO Quality and SUD teams are excited to share an upcoming training opportunity for the Initiation & Engagement in Substance Use Disorder Treatment (aka IET) statewide incentive measure.
This learning collaborative will cover:
- IET measure requirements
- Strategies for timely notification and referrals
- Identifying possible treatment options
- Successful workflow examples

EOCCO Traditional Health Worker Summit
EOCCO invites Traditional Health Workers across the 12-county Eastern Oregon region to come together for a half-day training opportunity. This training is free and open to all THWs, and other staff interested in learning more about the role of the THW in meeting physical, social, and behavioral health care needs. THWs will retroactively receive CEUs for their participation.
Training Topics:
- Eastern Oregon CCO 101: General overview of the EOCCO service area, the role of the CCO, and opportunities for billing and reimbursement.
- THW Scopes of Practice: Conversation regarding traditional health worker scopes of practice, particularly as they overlap and differ in integrated primary care and behavioral health settings.
- Community Information Exchanges: Presentation from Unite Us on community information exchange platforms, the Connect Oregon Network, and CIE to meet behavioral health needs.
- Q.P.R. Suicide Prevention: QPR stands for Question, Persuade, Refer; the intention is to teach individuals how to recognize the warning signs of suicide as well as provide guidelines as to how to Question a person about suicidal thoughts, how to Persuade them to get help, and how to Refer the person for help.

Motivational interviewing trainings for diabetes management (no-cost CME)
June 2022–February 2023
Oregon Medicaid providers are invited to no-cost virtual trainings (with CME) on motivational interviewing for diabetes management. The trainings will focus on improving providers' confidence and skills in conversations about sensitive behavior change topics required for diabetes management. Dana Sturtevant, MS, RD, will lead these trainings. Three types of trainings are available, with multiple opportunities to attend each between June 2022 and February 2023:
- Motivational interviewing for diabetes management: Level 1
- Motivational interviewing for diabetes management: Level 2
- Using motivational interviewing in diabetes management groups

Privacy law toolkit published online
The Oregon Center on Behavioral Health and Justice Integration (OCBHJI) has published a free educational audio program about privacy laws in healthcare and law enforcement. The toolkit, "What You CAN Say: An Explanation of Privacy Laws," uses a radio play format in order to explain and demystify privacy laws such as HIPAA and CFR 42 Part 2 in an engaging manner.

Military Culture Awareness & Suicide Prevention Training
This training for Providers is a two-day session that addresses in-depth knowledge and skills to bridge this gap between providers and Veterans who seek care. An additional two-hour practice session is required to apply the skills learned in the training.
By educating providers on Veteran and Military-specific language and other cultural cues, as well as providing access to specific suicide prevention and intervention assessments, Lines for Life and OHA hope to improve providers’ familiarity with Service Members' needs around mental health and suicide.

Unite Us Available to All of Eastern Oregon Counties
On Tuesday, July 19th, Eastern Oregon went live on the Connect Oregon network in Grant, Harney, Lake, and Malheur Counties! Thank you to those who have already submitted their Partner Registration Forms and made our Wave 2 launch a success. We are excited to expand the Unite Us tool across the EOCCO service area. If your organization has not joined Unite Us yet, you can do so by filling out the Partner Registration Form here. As a reminder, joining the platform is at no cost to you or your organization.
We encourage you to invite your priority partners to join the platform with you. Community based organizations (CBOs) can also join the Connect Oregon network at no cost. By helping spread the word among your networks of community partners, we can together create a robust network of health and social care providers in Eastern Oregon. Please include Danny Stirbling (danny.stribling@uniteus.com), our Unite Us Community Engagement Manager, to your outreach to community partners.
Provider and Clinic Diversity Data Survey
EOCCO is now collecting additional provider information to display on our online provider directory. We would like to invite each of our providers to complete an online survey. By answering the questions, you are helping EOCCO improve our members’ experience with finding care.
Reminders
Post-Partum Benefits Policy Change:
- The Oregon Health Authority (OHA) implemented a new policy changing the duration of post-partum benefits. Those receiving OHP supplemental benefits will now continue to receive benefits for 12 months following the end of their pregnancy, instead of 2 months. EOCCO members with post-partum benefits will continue to have access for 12 months post-partum.
- This policy affects those eligible for OHP plus (BMH) benefits whose pregnancy ended or will end on or after April 1, 2021. Please feel free to review OHA's Provider Fact Sheet that describes how this change affects provider billing.
- We are currently working on identifying affected members and their PCPs. We may conduct outreach to those to clinics to determine if the member paid out of pocket for any services related to this policy change.
Healthier Oregon
- As of July 1, 2022, people who are 19-25 or 55 and older may be eligible for full Oregon Health Plan (OHP) benefits regardless of their immigration status. This is possible through House Bill 3352 (2021) which created a program called “Cover All People.” The program is now known as Healthier Oregon. Current Citizenship Waived Medical (CWM) members who are 19-25 or 55 and older will automatically move from emergency coverage to full benefits in July.
- Who is eligible?
- People who live in Oregon who:
- Meet income and other criteria,
- Currently don’t qualify for full OHP benefits because of their immigration status, and
- Are 19-25 years old or 55 years and older.
