2022 Yearend Reporting

The start of a new calendar year brings a busy time for many clinics- reporting season. To determine incentive measure performance for the 2022 calendar year EOCCO may reach out to your clinic to collect the following types of data:

  • Clinical Quality Measures (CQMs): Four of the 2022 CCO incentive measures are clinical quality measures (CQMs), meaning that they are based on data that clinics report to us from their EHR systems. These measures are ‘Diabetes HbA1c Poor Control’, ‘Depression Screening and Follow-Up’, ‘Cigarette Smoking Prevalence’, and ‘Drug and Alcohol Screening (SBIRT)’.

  • Prenatal/Postpartum Care (PPC) Sample Chart Review: In order to calculate CCO performance on the ‘Timeliness of Prenatal and Postpartum Care’ measure, the Oregon Health Authority randomly selects a sample of 411 patients who gave birth during the 2022 measurement year. If any of your patients are included in EOCCO’s sample, we may ask you to perform a chart review to find evidence of prenatal or postpartum care.

  • Language Access Sample Chart Review: In order to determine CCO performance on the ‘Language Access to Culturally Responsive Health Care Services’ measure, OHA will select a sample of 411 patients who have an interpreter need. If any of your patients are included in this sample population, we may ask you to perform a chart review to report if and how interpreter services were used for their visit(s).

EOCCO will send over chart request to your clinic by mid-February. All data must be returned to EOCCO by Friday, 3/17/23.  For more information see the EOCCO 2023 Calendar Year Timeline for Clinics. Traditional Health Worker Utilization Report

Q4 2022 THW Utilization reporting is due February 15th, 2023. EOCCO has transitioned the THW Utilization Report to a Smartsheet that CHWs can submit themselves to the CCO. If your organization has questions or concerns about the reporting format or would rather use the excel reporting template used in 2021, please reach out to Kathryn Hart, EOCCO’s THW Liaison, at Kathryn.hart@modahealth.com. Updates regarding EOCCO’s THW program are emailed to CHWs semi-regularly. If you have CHWs in your clinic who would like to receive updates from the CCO, please have them email Kathryn to be added to the listserv.

2023 EOCCO Calendar Year Timeline for Clinics Now Available

EOCCO has recently updated their 2023 Calendar Timeline with deliverables and events occurring throughout 2023. This includes reporting due dates for deliverables such as Behavioral Health Integration, Language Access Reports, and yearend data submissions, as well as annual in-person trainings, Community Benefit Investment Reinvestment (CBIR) grant cycles and payment distributions. Upcoming Events and Trainings:

Implementing Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit in Oregon

Effective January 1, 2023, Oregon will implement the full Early and Periodic Screening, Diagnosis and Treatment benefit (EPSDT) for children and youth until their 21st birthday. This means both the Open Card program and coordinated care organizations (CCOs) must cover any medically necessary and medically appropriate services (and dentally appropriate, for dental services) for enrolled children and youth, regardless of:

  • The location of the diagnosis on the Prioritized List of Health Services;
  • Whether it pairs, or is a non-pairing service
  • Whether it is a previously “non-covered” ancillary service; or
  • Whether it is covered under the State Plan.

Oregon Office of Rural Health Bimonthly Community Conversations

ORH is happy to announce the launch of an ongoing, bimonthly virtual event to bring together rural stakeholders and constituents to discuss pressing rural health topics. These events are intended to share information and learn from valued partners about the needs in your rural communities. Join us for the first event on rural health in the 2023 legislative session

Motivational Interviewing Trainings – Level 2 and Group Trainings Now Available (no-cost CME available)

Oregon Medicaid providers are invited to no-cost virtual trainings (with no-cost continuing medical education credits) on motivational interviewing. The course will use diabetes management as the core topic during the training.

The trainings will focus on improving providers' confidence and skills in conversations about sensitive behavior change topics. Dana Sturtevant, MS, RD, will lead these trainings. Three types of trainings are available, with multiple opportunities to attend each between June 2022 and February 2023:

  • Motivational interviewing for diabetes management: Level 1
  • Motivational interviewing for diabetes management: Level 2
  • Using motivational interviewing in diabetes management groups

Gender-Affirming Hormone Therapy (GAHT) Community of Practice

This twice-monthly community of practice will support primary care providers in offering gender-affirming hormone therapy (GAHT) to their ADULT* patients.
The first three didactic sessions will cover the process of hormone initiation, making referrals to adjacent gender-affirming care, and management and surveillance of testosterone- and estrogen-centered therapies.
The remaining sessions will provide key clinical takeaways, followed by case-based discussion using participants’ cases, related to topics such as lab conundrums, nuances in hormone formulation adjustment and titration, best practices for informed consent practices, and more.
 
Sessions take place via Zoom on the 2nd and 4th Wednesday of each month, 12pm - 1pm PST,
January 11th - June 14th, 2023

Baby Care Kits

The Baby Care Kit provides EOCCO parents with resources and supplies they would not typically receive when leaving the hospital after giving birth. Resources include baby and adult toothbrush kits, care journal, cribs for kids postcard, dental care information, EOCCO bag, Food Hero Recipe Cards, important phone numbers, measuring cups, and vaccine reminder magnets. Request kits for your organization!

2023 Therapy Counting Process Change

Effective 1/1/2023, therapy totals will be counted using a calendar year, not a rolling year. Each EOCCO member will have an allotted number of visits based on their diagnosis and condition that are specified in guidelines, per calendar year. Some important things to note:

  • Pediatric Therapy requests: No PA required for the first 60 combined therapy visits. The 61st visit and beyond will require RN review for medical necessity.
  • EOCCO is loading and approving all therapy requests with a 6-month date span (regardless if the date span extends into another year).

If the date span extends into another year (ex 09/2023 – 03/2024), then entire count of visits will count towards the year’s total visits for whichever year the date span begins. If the request was for 12 visits with a date span of 09/2023-03/2024, all 12 visits will count for 2023 totals. 

2023 Colorectal Cancer Screening for Rural Communities ECHO

The Oregon ECHO Network is excited to offer the Colorectal Cancer (CRC) Screening Outreach for Rural Communities ECHO program this coming spring. This 6-session ECHO will share evidenced-based approaches for clinical practices or regional health care organizations to improve colorectal cancer screening rates.

The sessions will cover topics such as how to identify patients for screening, implementing a program that fits local needs and unique barriers, and providing patient navigation throughout the screening process. They are recruiting program champions from health care or community organizations (health plans, health systems, or clinical practices) interested in improving CRC screening rates using population outreach.

This ECHO will be held via videoconference on 1st and 3rd Thursdays from noon -1 p.m., from March 23 - June 1, 2023.
