News from EOCCO:

April 2026 Initiation and Engagement of Substance Use Disorder (IET) learning collaborative

EOCCO is excited to present a learning collaborative on Initiation and Engagement of Substance Use Disorder Treatment (IET). Please join us on Tuesday, April 28, 2026, for a virtual learning opportunity on the IET incentive measure. Providers and staff at EOCCO-contracted physical and behavioral health practices are welcome. Agenda items will include (but are not strictly limited to) a discussion of EOCCO IET data trends, how THWs can bill for and support IET and opportunities for connection and peer-sharing!

EOCCO Quality Improvement office hours

The EOCCO Quality Improvement (QI) team is continuing our QI office hours series in 2026! The office hours are hosted monthly and are intended to support our clinical partners in impacting CCO incentive measure performance and meeting state/EOCCO reporting requirements. The office hours are also an opportunity to meet other clinical peers from across Eastern Oregon!

The first portion of each office hour session will loosely focus on a particular incentive measure, reporting requirement or initiative relevant to EOCCO’s clinical partners. However, all office hours are a space where staff or providers can come to ask questions and peer-share about anything quality or incentive measure related!

QI office hours schedule: Second Tuesday of every month from 11 a.m. to 12 p.m. PST.

Billing for Vaccines for Children (VFC) Program

The Vaccines for Children (VFC) Program is a federal program that provides free immunizations for children ages 0 through 18.

Providers should bill only for the administration of the vaccines covered under the VFC Program. This is identified by billing the specific immunization procedure code with modifier SL, which indicates administration only. The administration procedure codes should not be billed. The current vaccine eligibility and billing codes can be found here, which includes Covid-19 and influenza billing codes.

Reimbursement for the administration of all vaccines is $21.96, which can be found on the current Medical Fee-Schedule.

EOCCO will not reimburse providers who are not participating in the VFC Program. Non-participating providers can direct their patients to county Health Departments to receive the vaccines covered under the program.

April 2026 Spanish language birth doula training

EOCCO is partnering with CEA Doula International to offer a Spanish-language birth doula training opportunity for community members interested in becoming certified doulas and supporting families across Eastern Oregon. This training is approved by the Oregon Health Authority (OHA) and fulfills the formal instruction requirement needed to apply for birth doula certification.

Eligibility requirements

  • Be 18 years or older
  • Live or work in one of the twelve EOCCO service area counties (Baker, Gilliam, Grant, Harney, Lake, Malheur, Morrow, Sherman, Union, Umatilla, Wallowa and Wheeler)
  • Speak Spanish proficiently
  • Be able to attend required training sessions once dates are finalized
  • Have access to a computer and reliable internet for virtual learning

The course will be conducted entirely in Spanish, and participants should feel comfortable listening and responding in Spanish. No language-proficiency test is required.

Virtual Training

  • April 24, 25 and 26, 2026, 8 a.m. to 6 p.m.
  • May 2 and 3, 2026, 8 a.m. to 6 p.m.

In-Person Immersion Day

  • Date and location: TBD
  • Schedule dependent on participant availability to support hands-on learning

Following the training, participants will need to attend three live births before applying to OHA for doula certification. EOCCO can help coordinate these shadowing opportunities with experienced doulas.

Navigating vaccine conversations: The motivational interviewing approach

BOOST Oregon and OHA are partnering to provide three comprehensive workshops meant to equip health care providers and immunizers with essential skills for effective vaccine discussions. This program offers an in-depth introduction to the principles of Motivational Interviewing (MI), focusing on its application to supportive and patient-centered conversations about vaccines.

This training is eligible for no-cost American Academy of Family Physicians (AAFP) Continuing Medical Education (CME) credit.

Portland

  • April 30, 2026, 9 a.m. to 4 p.m., PST. Portland State Office Building, Room 177, 800 NE Oregon Street, Portland, OR. Register today for the Portland training.

Medford

  • May 20, 2026, 9 a.m. to 4 p.m., PST. Smullin Health Education Center, Lecture Hall 1, 2825 E. Barnett Road, Medford, OR. Register today for the Medford training.

Changes to prior authorization process for musculoskeletal and specialty therapies and genetic testing

EviCore by EverNorth is pleased to continue its partnership with EOCCO to provide utilization management services.

Effective May 1, 2026, EOCCO members will require Lab (genetic testing) prior authorization from EviCore for dates of service beginning May 1, 2026.

In addition, effective April 27, 2026, EOCCO members will now require Pain Management, Joint Surgery, Spine Surgery, Acupuncture, Chiropractic, Speech (ST), Physical (PT) and Occupational (OT) therapy prior authorization from EviCore for dates of service beginning May 1, 2026.

To request authorization, providers may:

  • Log onto the EviCore portal at www.evicore.com/provider (preferred method)
  • Call EviCore intake center at 844-303-8451
  • Fax
    • Genetic Testing: 844-545-9213
    • PT/OT/ST/Chiro: 855-774-1319
    • Pain/Spine/Joint: 800-540-2406

EviCore’s Clinical Guidelines and worksheets will be available on the EviCore provider website.

To prepare for these changes, EviCore will host provider training sessions in April.

  • Tuesday, April 14, 2026, 9 to 10 a.m. PST
  • Tuesday, April 21, 2026, 8:30 to 9:30 a.m. PST
  • Tuesday, April 28, 2026, 11 a.m. to 12 p.m. PST

  • Thursday, April 16, 2026, 11 a.m. to 12 p.m. PST
  • Wednesday, April 29, 2026, 10 – 11 a.m. PST\

To register for a session:

  1. Go to EviCore.Webex.com
  2. Click the “Upcoming” tab.
  3. Choose the orientation session that you want to attend. You can use the search field to quickly find the session that fits your schedule:
    1. “Moda MSK Pain, Joint, & Spine - Provider Orientation”
    2. “Moda Lab - Provider Orientation”
    3. “Moda Specialty Therapies - Provider Orientation”
  4. Click “Register” next to the session you want to attend.
  5. Enter the registration information.
  6. Repeat this process for each session you want to attend.

Please keep your registration email. It will contain the link to and call-in number for that session. We encourage you to add the training date to your calendar as a reminder for the upcoming session(s).

Young Adults with Special Health Care Needs (YSHCN) program updates

Oregon Health Authority (OHA) has announced that as of Jan. 1, 2026, eligible young adults through the age of 21 can now access YSHCN benefits. The recently released OHA provider memo contains information regarding this eligibility update. Additionally, OHA has published a YSHCN Provider Guide and member-facing FAQ document with important details regarding YSHCN benefits and covered services for members who meet eligibility qualifications.

New OHA-certified Health Care Interpreter Registry file posted

The February 2026 Oregon Health Authority Health Care Interpreter (HCI) Registry file has been posted to the EOCCO Incentive Measure webpage under “Meaningful Language Access”. This file contains a list of all active OHA certified or qualified health care interpreters in the state of Oregon. Files can be downloaded for your reference and records.

You can also search for OHA certified or qualified HCIs on the Health Care Interpreter Registry webpage.
