EOCCO Timely Access to Care survey coming in December

EOCCO will be distributing the Timely Access to Care survey in December. Your participation in completing this survey is greatly appreciated. We are continually working to improve network adequacy, access to care and ensure that our members receive care in an appropriate and timely manner. By completing this survey, you will help us identify member wait times for getting an appointment, wait times in the provider's office and other member access needs. We may contact you if we have questions about your responses. As a reminder, participating providers must provide timely access to medically appropriate and culturally responsive covered services for all EOCCO members. Please be on the lookout for this survey soon!


Changes to retroactive authorizations

To align with Oregon Administrative Rule 410-120-1320 (Authorization of Payment), effective with dates of service January 1, 2025, and forward, EOCCO will only accept retroactive authorizations if the following criteria are met.

  1. The client was made retroactively eligible or was retroactively disenrolled from a CCO or PHP on the date of service; and
  2. The services provided meet all other criteria and Oregon Administrative Rules; and
  3. The request for authorization is received within ninety (90) days of the date of service
    Any requests for authorization after ninety (90) days from date of service require documentation from the provider that authorization could not have been obtained within ninety (90) days of the date of service.

This means that EOCCO will no longer accept a retroactive authorization if a claim has been denied for no authorization on file. Please contact eoccoproviderinquiry@modahealth.com with any questions or to request additional information regarding this change.


October Certified/Qualified Health Care Interpreter (HCI) registry file

The October 2024 Oregon Health Authority Health Care Interpreter Registry file has been posted to the EOCCO incentive measure webpage under “Meaningful Language Access”. This file contains a list of all active OHA Certified or Qualified Health Care Interpreters in the state of Oregon. This file can be downloaded for your reference and records.

Linguava interpreter services contract ending Dec. 31, 2024

EOCCO would like to announce that we are ending our contract with Linguava interpreter services as of December 31, 2024. EOCCO is currently scouting for new vendors who can provide timely access to Oregon qualified and certified Health Care Interpreters (HCIs). Our new vendor will be announced in the December newsletter along with instructions on how to access services. During this transition you will still have access to interpreters through Passport to Languages. These services are available at no cost to your clinic and must be prescheduled. OHA has updated EOCCO's 2024 improvement targets for Initiation and Engagement in SUD Treatment (IET) measure

The Oregon Health Authority has updated EOCCO's 2024 improvement targets for the Initiation and Engagement in SUD Treatment (IET) incentive measure:

  • IET - Initiation: target decreased from 39% to 36%
  • IET - Engagement: target decreased from 16% to 14.6%

Changes to the target measures have been included in the updated EOCCO Incentive Measure guide, which can be found on the EOCCO website's incentive measures page.


Connecting your patients to Health-Related Social Needs (HRSN)

In addition to the HRSN climate benefit that became available this past March, as of November 1, 2024, eligible EOCCO members can access housing-related supports and services. EOCCO has a new HRSN provider webpage with information about HRSN and how you can help members access these new benefits.

As a reminder, the housing-related supports and services are not meant to be emergency rental assistance. This is not ideal for members facing eviction and other programs/resources should be considered.

How to connect members to the housing or climate benefits: 

  • To learn more about HRSN, be screened for eligibility and/or request help with connecting to an HRSN service provider in their area, please have members contact 211 Info. When a member calls the 211 Info coordination center, they will always reach a voicemail. They should provide the following information, and a 211 staff member will contact them back:
    • Their Name
    • That they are an EOCCO member
    • If they have an imminent eviction situation or have received an eviction notice
    • Best number to call the member back at.
  • THW/CHWs or other health navigators in your clinic can help members complete the ‘help’ section of our HRSN request form (or help them submit their HRSN request form)
  • Direct them to the EOCCO Website

Important note about HRS/Flex funds

HRS/Flex should be the payor of last resort. OHA requires CCOs to cover services under HRSN (if the member is eligible) before considering payment through HRS/Flex. If they are ineligible for HRSN, we will internally turn the request over to our HRS/Flex program for processing. If you know your patient/client is ineligible for HRSN, please indicate in the HRS/Flex request and include reason why they are not eligible for HRSN.

Being trauma and healing informed training

Understanding the impact of trauma is critical for anyone working in healthcare. Unresolved trauma can negatively impact daily functioning and lead to a range of mental and physical health issues. Being trauma and healing informed is a virtual training presented by The Native Wellness Institute on the impact of historical and inter-generational trauma experienced by tribal communities. This training delves into understanding the impact of trauma on the brain and behavior and guides participants in addressing trauma and fostering healing within their communities. The program also explores how policies and services in programs can be trauma and healing-informed, ushering in a transformative approach.

This training is presented by the Native Wellness Institute and sponsored by the Tribal Liaisons of Yamhill CCO, All Care Health and EOCCO.

When: Tuesday, Dec. 10, 2024, from 9:00 a.m. – 12:00 p.m. PT

Join the Oregon ECHO Network (OEN) this winter for a broad slate of programs that focus on helping care for patients with complex conditions. All programs are free and feature case-based learning with continuing medical education (CME) credits. Winter programs include:

Reminder: Summit Health Plan ending Dec. 31, 2024

This is a reminder that the Summit Health Medicare Advantage Plan is ending on December 31, 2024. All Summit Health Plan members and contracted providers were informed of this change on October 1, 2024. Please contact providerrelations@modahealth.com directly if you have questions about the Medicare Advantage plan closeout.

Applied Behavioral Analysis (ABA) at GOBHI is an intensive play-based positive behavior support therapy provided to children in a clinic or community setting.
