New from EOCCO:
EOCCO's annual workshop
Reminder! A few more weeks till our annual workshops. The in-person workshops are in Ontario and Hermiston this year. We will also have two virtual workshops for those that are unable to make the in-person ones. We will spend time discussing Oregon Medicaid through a CCO. We will cover a wide range of topics that include Member Eligibility and Plan Types, The Prioritized List of Covered Services, DMAP Registration, Referral & Authorizations process, Claims, Compliance, additional member benefits and HRSN services along with future updates to our program. This workshop is designed around front office, referral & authorization, and billing staff. We will be posting the workshop content on our website once they have been completed.

November 2025 Learning Collaborative: Initiation and Engagement of Substance Use Disorder Treatment
EOCCO is excited to present a Learning Collaborative on Initiation and Engagement of Substance Use Disorder Treatment. Please join us on Tuesday, November 4th, 2025 for a virtual learning opportunity on the IET incentive measure. Providers and staff at any EOCCO-contracted physical and behavioral health practices are welcome. Agenda items will include (but are not strictly limited to) a discussion of EOCCO IET data trends, how THWs can bill for and support IET, and opportunities for connection & peer-sharing!

Assessments for children in DHS Custody Incentive Measure- Changes coming 11/1/25
The CCO Assessments for Children in DHS Custody Incentive Measure requires all children ages 0-17 in DHS custody to receive age-appropriate physical, dental, and mental health assessments within a designated time frame.
On November 1st, 2025 the DHS measure specifications will change to better align with existing state requirements regarding health assessment completion time frames for children in DHS custody. An overview of changes is outlined below:

Oregon State University Palliative Care for Community Health Workers
Opportunity to earn 12 CEUs! This palliative care continuing education course provides a skillset and knowledge base that can improve the quality of life for patients with serious illnesses. It is an essential introduction to palliative care and hospice education, and it can serve as a steppingstone to further learning in end-of-life care.

Submitting claims for members with secondary EOCCO insurance
A quick reminder that clinics should bill EOCCO for all services provided to EOCCO members, even when a member has another primary insurance and EOCCO is secondary.
If the primary insurance covers the service, please submit a zero-dollar claim to EOCCO. While these claims aren’t reimbursed, they’re important because they:
- Ensure visits or services are counting toward claims-based incentive measure rates
- Keep clinics in compliance with state reporting requirements
Submitting all encounters helps EOCCO meet state requirements and maintain accurate data to support quality improvement across Eastern Oregon.

Effective language access in healthcare is essential for achieving health equity and providing quality care to all demographics in your community. Ensuring your clinic is prepared to serve Limited English Proficient (LEP) patients is critical to delivering equitable care and aligning with OHA recommendations and industry standards.
Oregon State University is thrilled to announce the first fully remote, language-neutral health care interpreter course beginning in January of 2026. This 9-week interpreter training program is designed to prepare bilingual staff who speak English and any other language to meet Oregon Health Authority (OHA) requirements and become a Qualified Health Care Interpreter.

Oregon State University Extension training: Question, Persuade, Refer
The Oregon State University (OSU) Extension Farm and Ranch Stress Assistance Network is dedicated to empowering rural communities, family members, and individuals who support farmers and ranchers by providing essential skills to recognize and respond to mental health crises. This program utilizes the QPR (Question, Persuade, Refer) model, which trains participants to identify warning signs and take appropriate action in potential suicide situations. Training sessions are available in both English and Spanish and are conducted in a virtual format to reach audiences across Oregon. These trainings are free and open to everyone.

New OHA-Certified/Qualified Health Care Interpreter (HCI) Registry file posted
The September 2025 Oregon Health Authority Health Care Interpreter Registry file has been posted to the EOCCO Incentive Measure webpage under “Language Access”. This file contains a list of all active OHA Certified or Qualified Health Care Interpreters in the state of Oregon. This file can be downloaded for your reference and records.
